CBSE Results 2024: Class 12 results out. Where to check, passing trends & more

The Central Board of Secondary Education (CBSE) on May 13 announced results for Class 12. The overall pass percentage stood at 87.98 percent. Of the 16,33,730 students registering for the CBSE Class 12 exams this year, as many as 16,21,224 students appeared. Of them, 14,26,420 students passed the exams.

Over 24,000 candidates scored above 95 percent, while over 1.16 lakh scored above 90 percent, PTI reported.

The pass percentage increased by 0.65 percent since last year. Girls outshined boys by over 6.40 percent points as over 91 percent girls passed the exam.

The results for CBSE Class 10 board examinations are expected anytime this week. While the board had stated that the results were likely to be declared post-May 20, an an official reportedly said it could be declared anytime before the date mentioned on the CBSE results website. 

The date conundrum has left several students anxious. For Class 10 students, the examination was conducted from February 15 to March 13, while for Class 12, the exam took place from February 15 to April 2.

Ukraine war: Deepest Ukraine drone attack into Russian territory injures 12

Ukraine has claimed responsibility for a drone attack in Russia’s Tatarstan region – more than 1,300km (807 miles) from the Ukraine-Russia border.

The strikes, in which 12 people were injured, are the deepest into Russian territory since the start of the war.

Local authorities said that the strikes hit the town of Yelabuga, where drones are thought to be produced, and an oil refinery in nearby Nizhnekamsk.

The attacks occurred around 05:45 local time (02:45 GMT).

Yelabuga is located in the Alabuga “special economic zone” – an area with a special legal system aimed at attracting foreign investment. Iranian Shahed drones – which are frequently used by Russia to attack Ukraine – are thought to be assembled in Yelabuga.

According to media reports, at least 12 people – all of them students – were injured in Yelabuga.

Tatarstan regional leader Rustam Minnikhanov said the drones caused “no serious” damage to infrastructure in either location and that production operations were unaffected.

However, Ukraine’s military intelligence said the strike in Yelabuga “caused significant destruction of production facilities”.

Shortly after the attacks, a video circulated online purporting to show a light aircraft – thought to have been modified to fly unmanned – descending onto a building in Yelabuga before exploding, sending a fireball into the air.

On Tuesday morning, drones were also spotted in the Lipetsk region south of Moscow and an air raid alert was introduced, local authorities said.

For several months now, Kyiv has been ramping up its drone attacks on Russian territory.

Ukraine has warned repeatedly that its army is facing severe ammunition shortages, but has set a target of producing a million drones domestically this year.

Earlier this year, Ukraine was reportedly able to hit a major gas export terminal near the city of St Petersburg, 1,250km (775 miles) from the Ukraine-Russia border.

बॉम्बे हाई कोर्ट ने गुरुवार को नेटफ्लिक्स की डॉक्यूमेंट्री सीरीज, ‘द इंद्राणी मुखर्जी स्टोरी: बरीड ट्रुथ’ को हरी झंडी दे दी और रिलीज पर रोक लगाने की केंद्रीय जांच ब्यूरो (सीबीआई) की याचिका खारिज कर दी।

न्यायमूर्ति रेवती मोहिते डेरे और न्यायमूर्ति मंजूषा देशपांडे की खंडपीठ ने वृत्तचित्र श्रृंखला देखी और कहा कि उसे श्रृंखला में कुछ भी ‘पूर्वाग्रहपूर्ण’ नहीं मिला जो शीना बोरा हत्या मामले में चल रहे मुकदमे पर गंभीर चिंता पैदा कर सकता है जिसमें इंद्राणी मुखर्जी पर मुख्य आरोपी के रूप में मामला दर्ज किया गया है। सी.बी.आई. द्वारा आरोपित. कोर्ट ने सीबीआई की अर्जी खारिज करते हुए कहा, ”हमें नहीं लगता कि सीरीज में कुछ है. हमने शुरू में सोचा कि शायद कुछ होगा और इसलिए हमने डॉक्यूमेंट्री भी देखी। सार्वजनिक धारणा हमारी सबसे कम चिंता है।”

संसद हमले में छह लोग संदिग्ध, चार गिरफ्तार: पुलिस सूत्र

सूत्रों ने बताया कि दिल्ली पुलिस को संदेह है कि बुधवार को संसद की सुरक्षा में सेंध लगाने के मामले में गिरफ्तार किए गए चार लोगों के साथ दो और लोग शामिल हो सकते हैं। उन्होंने दावा किया कि सभी छह लोग एक-दूसरे को जानते थे और गुरुग्राम के एक घर में रह रहे थे।

संसद के बाहर गिरफ्तार अमोल शिंदे और नीलम तथा लोकसभा कक्ष के भीतर गिरफ्तार सागर शर्मा और मनोरंजन डी पुलिस हिरासत में हैं। ललित और विक्रम के रूप में पहचाने गए दो और संदिग्ध रूप से उनके साथी हैं, जिनका अभी तक पता नहीं चल पाया है।

पुलिस ने बताया कि शिंदे और नीलम को संसद भवन के बाहर पीले और लाल रंग का धुआं निकालने वाले डिब्बे लेकर प्रदर्शन करने के आरोप में गिरफ्तार किया गया।

पुलिस सूत्रों ने कहा कि चारों आरोपी एक-दूसरे को जानते थे और उनके दो अन्य साथी थे, जिनका अभी तक पता नहीं चल पाया है। उन्होंने कहा, ”चार लोगों को गिरफ्तार किया गया है जबकि पांचवें की पहचान कर ली गई है। दोनों संदिग्ध और चारों आरोपी गुरुग्राम के एक घर में रहते थे और ऐसा लगता है कि घटना सुनियोजित थी। आरोपियों के पास से कोई मोबाइल फोन नहीं मिला है और पुलिस उनके फोन की तलाश कर रही है।

ये घटनाएं ऐसे दिन हुई हैं जब देश 2001 के संसद हमले की बरसी मना रहा है। पाकिस्तान स्थित आतंकवादी संगठनों लश्कर-ए-तैयबा और जैश-ए-मोहम्मद के सदस्यों ने 2001 में आज ही के दिन संसद परिसर पर हमला किया था जिसमें नौ लोग मारे गए थे।

फोर्ड के एक प्रवक्ता ने सोमवार को कहा, ”हम ग्राहक की मांग के अनुरूप उत्पादन करना जारी रखेंगे।”

राय: सुप्रीम कोर्ट के अनुच्छेद 370 फैसले को तोड़ना

एक ऐतिहासिक फैसले में, भारत के मुख्य न्यायाधीश (सीजेआई) डीवाई चंद्रचूड़ के नेतृत्व वाली सुप्रीम कोर्ट की पांच-न्यायाधीशों की संविधान पीठ ने सर्वसम्मति से संविधान के अनुच्छेद 370 को निरस्त करने के राष्ट्रपति के आदेश को बरकरार रखा। अनुच्छेद 370 को एक “अस्थायी प्रावधान” के रूप में संदर्भित करते हुए, पीठ ने कहा कि यह राज्य में युद्धकालीन परिस्थितियों के कारण अधिनियमित किया गया था और इसका उद्देश्य एक अस्थायी उद्देश्य की पूर्ति करना था। अदालत ने यह भी माना कि भारत संघ में शामिल होने के बाद जम्मू-कश्मीर के पास कोई आंतरिक संप्रभुता नहीं है। निरसन ने जम्मू और कश्मीर को दी गई विशेष स्थिति को समाप्त कर दिया, जिसे दो केंद्र शासित प्रदेशों में विभाजित कर दिया गया।

इससे पहले सुप्रीम कोर्ट ने 16 दिनों की मैराथन सुनवाई के बाद 5 सितंबर को 23 याचिकाओं पर अपना फैसला सुरक्षित रख लिया था। तीन फैसले थे, एक सीजेआई मुख्य न्यायाधीश, न्यायमूर्ति बीआर गवई और न्यायमूर्ति सूर्यकांत द्वारा। न्यायमूर्ति संजय किशन कौल द्वारा लिखित सहमति वाली राय थी जबकि न्यायमूर्ति संजीव खन्ना दोनों न्यायाधीशों से सहमत थे।

सुप्रीम कोर्ट ने कहा , जम्मू-कश्मीर की संप्रभुता:

“महाराजा की उद्घोषणा में कहा गया था कि भारत का संविधान खत्म हो जाएगा।” न्यायाधीशों ने कहा कि हालांकि रियासत के पूर्व शासक महाराजा हरि सिंह ने एक उद्घोषणा जारी की थी कि वह अपनी संप्रभुता बरकरार रखेंगे, उनके उत्तराधिकारी करण सिंह ने एक और उद्घोषणा जारी की कि भारतीय संविधान राज्य के अन्य सभी कानूनों पर हावी होगा। शीर्ष अदालत ने कहा, इसी तरह हर रियासत का भारत में विलय हुआ। इसके साथ ही यह जोरदार निष्कर्ष निकला कि जम्मू-कश्मीर हमेशा से भारत का अभिन्न अंग रहा है। मुख्य न्यायाधीश चंद्रचूड़ ने भारतीय संविधान के अनुच्छेद 1 और 370 के अलावा जम्मू-कश्मीर संविधान की धारा 3 का भी हवाला दिया।

जम्मू-कश्मीर संविधान के अनुच्छेद 3 में लिखा है, “जम्मू और कश्मीर राज्य भारत संघ का अभिन्न अंग है और रहेगा।” इसमें कहा गया है कि अनुच्छेद 370 ‘असममित संघवाद’ की विशेषता है न कि संप्रभुता की।

वरिष्ठ वकील आत्माराम एनएस नाडकर्णी ने कहा कि सुप्रीम कोर्ट का फैसला भारत की संप्रभुता, अखंडता और एकता की पुष्टि करता है। “विलय के बाद, जम्मू-कश्मीर ने सभी संप्रभुता खो दी है और भारतीय संविधान पूरी तरह से लागू है। इस मुद्दे को हमेशा के लिए सुलझा लिया गया है। प्रत्येक व्यक्ति को अपनी संबंधित विचारधारा के साथ अपने विचार रखने का अधिकार है लेकिन इसका मतलब कानून नहीं है ऐसी हर अजीब राय का पालन किया जा सकता है, बल्कि यह केवल और केवल शीर्ष अदालत का फैसला है जो क्षेत्र पर पकड़ बनाए रखेगा,” श्री नाडकर्णी कहते हैं।

अनुच्छेद 370 एक अस्थायी प्रावधान था,
मुख्य न्यायाधीश चंद्रचूड़ के पास एक दस्तावेजी पंक्ति थी और उन्होंने अनुच्छेद 370 को शामिल करने और अस्थायी प्रावधानों से संबंधित संविधान के भाग XXI में इसके स्थान के लिए ऐतिहासिक संदर्भ में उदाहरण दिए थे। मुख्य न्यायाधीश ने कहा कि अनुच्छेद 370 ऐतिहासिक रूप से एक क्षणभंगुर और अस्थायी प्रावधान था। चूंकि संविधान सभा अब अस्तित्व में नहीं है, इसलिए जिस विशेष शर्त के लिए 370 लागू की गई थी, उसे भी अस्तित्व में नहीं माना गया। इसलिए, जम्मू-कश्मीर संविधान सभा के विघटन के बाद अनुच्छेद 370(3) के तहत शक्ति समाप्त हो जाती है।

राज्य सरकार की सहमति आवश्यक नहीं
सुप्रीम कोर्ट ने कहा कि किसी राज्य में राष्ट्रपति की शक्ति वैध थी और माना कि इस शक्ति का प्रयोग करने के लिए परामर्श और सहयोग की आवश्यकता नहीं थी और संविधान के सभी प्रावधानों को लागू करने के लिए राज्य सरकार की सहमति की आवश्यकता नहीं थी। अनुच्छेद 370(1)(डी). इस प्रकार, राष्ट्रपति द्वारा केंद्र सरकार की सहमति लेना दुर्भावनापूर्ण नहीं था और अनुच्छेद 3 प्रावधान के तहत राज्य विधानमंडल के विचार केवल संदर्भ के लिए थे। “सुप्रीम कोर्ट ने कहा कि उन्हें अनुच्छेद 370 को निरस्त करने की राष्ट्रपति की शक्ति दुर्भावनापूर्ण नहीं लगती। अनुच्छेद 370 को निरस्त करने के लिए राष्ट्रपति द्वारा शक्ति का प्रयोग शक्ति का एक वैध प्रयोग है। इससे निरस्तीकरण के संबंध में किसी भी या सभी विवाद पर विराम लग जाना चाहिए और विशेष दर्जे का मुद्दा। एक बार जब देश की शीर्ष अदालत अपने न्यायिक आदेश में कानून बना देती है, तो सभी को फैसले का सम्मान करना चाहिए और उसका पालन करना चाहिए,” श्री नाडकर्णी कहते हैं।

केंद्र के फैसले को चुनौती नहीं दी जा सकती
सुप्रीम कोर्ट ने कहा कि राष्ट्रपति शासन के दौरान राज्य की ओर से केंद्र द्वारा लिया गया हर फैसला चुनौती के लिए खुला नहीं है। अदालत ने याचिकाकर्ताओं के इस तर्क को खारिज कर दिया कि जब राज्य राष्ट्रपति शासन के अधीन है तो संघ अपरिवर्तनीय परिणामों वाली कार्रवाई नहीं कर सकता है। वरिष्ठ अधिवक्ता अरुण भारद्वाज कहते हैं, “अनुच्छेद 356 के शब्द यह स्पष्ट करते हैं कि राष्ट्रपति शासन की घोषणा के अनुसार की गई किसी भी कार्रवाई का उद्घोषणा के उद्देश्य के साथ उचित संबंध होना चाहिए। इस तरह के संबंध के अभाव वाली कोई भी कार्रवाई असंवैधानिक होगी।” सुप्रीम कोर्ट।

राष्ट्रपति के 370 आदेश पर
सुप्रीम कोर्ट ने 5 अगस्त, 2019 को राष्ट्रपति द्वारा जारी संवैधानिक आदेश 272 को इस हद तक बरकरार रखा कि इसने भारत के संविधान के प्रावधानों को जम्मू-कश्मीर पर लागू कर दिया। राष्ट्रपति ने आदेश के माध्यम से अनुच्छेद 367 में संशोधन किया ताकि अनुच्छेद 370(3) में ‘संविधान सभा’ ​​के संदर्भ को ‘विधान सभा’ ​​के रूप में पुनः व्याख्या किया जाए। इस बदलाव के आधार पर, राष्ट्रपति ने अनुच्छेद 370 को निरस्त करते हुए एक और संवैधानिक आदेश जारी किया। अदालत ने कहा कि राष्ट्रपति को ऐसा करने का अधिकार है। श्री भारद्वाज कहते हैं: “हालांकि अनुच्छेद 370(3) के लिए राष्ट्रपति द्वारा अनुच्छेद 370 को निरस्त करने से पहले जम्मू-कश्मीर की संविधान सभा से ‘सिफारिश’ की आवश्यकता होती है, लेकिन ऐसी सिफारिश राष्ट्रपति के लिए बाध्यकारी नहीं है। इसलिए, ऐसी सिफारिश की अनुपस्थिति भी नहीं है। आदेश के लिए घातक, और राष्ट्रपति के पास उस तरीके से अनुच्छेद 370 को निरस्त करने की अधिसूचना जारी करने की शक्ति थी जैसा उन्होंने किया है।”

राज्य के दर्जे की बहाली और चुनाव

UK and US strikes on Houthi sites in Yemen are self-defence, says Rishi Sunak

The UK has acted in self-defence attacking Houthi sites in Yemen, Rishi Sunak has said.

The UK and US launched targeted strikes on military facilities overnight following attacks by the armed group on ships in the Red Sea.

Mr Sunak stressed the action was “necessary, proportionate, and targeted” to protect lives and commercial shipping.

In response, Houthi officials warned the UK and US will “pay a heavy price”.

The US-led strikes are the first against the Houthi militia since it started targeting international shipping last year.

The Houthi movement is a political and military group which controls a large part of Yemen and says it is supporting Hamas by targeting ships heading to Israel.

More than 60 targets at 16 locations used by Houthis in Yemen were struck, the US Air Force said.

Speaking during a visit to Ukraine, the prime minister said the UK “acted in self-defence” following the Houthis’ targeting of ships, including a Royal Navy warship on Tuesday. He has called on the group to stop the attacks.

“We’ve seen a significant increase in in the number of Houthi attacks… that’s putting innocent lives at risk. It’s disrupting the global economy, and it’s also destabilising the region,” Mr Sunak said.

“And it’s why I made the decision with allies to take what I believe to be necessary, proportionate and targeted action against military targets, to degrade and disrupt Houthi capability.”

He said: “It’s clear that this type of behaviour can’t be met without a response, we need to send a strong signal that this breach of international law is wrong.”

Initial indications are the strikes have been successful, according to the Mr Sunak.

The Ministry of Defence (MoD) said Royal Air Force typhoons conducted two precision strikes on Houthi sites, including an airfield used to launch drones and missiles over the Red Sea and another site used to launch attack drones.

Armed Forces Minister James Heappey said there were no further air strikes “immediately planned”.

The strikes have also been backed by Labour Party leader Sir Keir Starmer, who was briefed by the government on Thursday night.

“Clearly the Houthi attacks in the Red Sea have to be dealt with,” he told BBC Radio 5 Live’s Breakfast programme.

But Liberal Democrat foreign affairs spokesperson Layla Moran called for Parliament to be recalled immediately for a retrospective vote on the strikes, and asked if the UK was being drawn into something that risked it being on the frontline in a region she described as a “tinderbox”.

The SNP have also said any military action should be scrutinised in the Commons.

The prime minister said he will make a full statement in Parliament and take questions on Monday.

The government has also published a summary of its legal position for the military strikes. It stated the UK was permitted under international law to use force when acting in self-defence.

Former head of the British Army Lord Dannatt told the BBC there was responsibility on the UK and US as permanent members of the UN Security Council to take action to protect world trade.
